[시대단상] 북한의 "위협" - 서로가 엇갈리는

So the large-scale military exercise, involving around 50,000 US and South Korean troops has gone ahead as planned, despite North Korea's angry complaints…. "This is just an opportunity for us to train our soldiers," Lt-Col Raymond Jensen, commander of the US Army Field Support Battalion, told me. "It is a training exercise we hold every year." And indeed North Korea complains every year, so why is it then that this time it seems more upset than usual?

The answer may lie in its recent announcement that it is pushing ahead with full preparations to put a communications satellite into orbit. It has run into predictably fierce opposition from its neighbours and the United States, who all consider the planned launch to be a cover for a long-range missile test.

Officials from Japan and the US have even suggested that they might try to shoot it down if necessary, a threat that has infuriated the North. Arguing that it has a right to the peaceful development of a space programme, it has turned up the rhetoric, saying any interception of its rocket would be viewed as "an act of war" and lead to retaliation. It is this wrangling over the launch, rather than the disgruntlement over the military exercises, that could be the real cause behind the escalating tension

최근의 남북한 긴장고조의 원인은 전통적인 적대위에 남한우파정권의 경직된 대북정책+최근의 한미군사훈련+북한의 통신위성 발사... 인공위성용 롯켓 발사인지 장거리 미사일 발사인지는 명확하지 않다. 하지만 돌아가는 상황을 보면 남북한의 긴장고조의 원인이 꼭 북한만의 몫은 아닐 수도 있다. “북한의 침략을 분쇄하고 대응 공격하기 위해서”라는 공공연한 목적을 가지고 5만 명이나 되는 한-미 연합군의 군사훈련은 확실히 ‘전쟁행위/도발’로 느껴질 수 있는 부분이다. 가령 일본이 동해일대에서 대규모 군사훈련을 수행한다 라거나, 혹은 중국군과 북한군이 연합해서 미군과 대한민국을 까부수기 위해 매년 대규모 군사훈련을 한다라면 가만히 손 놓고… 잘한다고 박수 치며 바라만 보고 있지는 않을 것이다. 여기에 통신위성 쏴 올리겠다고 공표하니 미국과 일본, 한국에서는 미사일 발사한다고(미국 본토!! 라는 알래스카까지 날아갈 수 있는 장거리 대륙간 미사일(ICM)이라고.. 중간에 어디 알래스카의 눈밭에 빠지지나 않을지 모르겠다) 날아 오르는 것이 통신위성이든 뭐든 요격시켜 버리겠다고 위협을 가하고 있으니… 북한으로서도 꼭지 돌 만도 하다.

가만 보면 “불량국가/악의 축” 리스트 중에 이제 남은 건 이란, 리비아, 북한, 쿠바 정도인데.. 경제성으로 따지자면 석유가 있는 이란이 북한보다 우선 순위가 높다라고 볼 수 있는데, 아무래도 자꾸 개기는 놈부터 손을 봐주자 라는 제국의 판단과 남한 우파 정권의 조급함이 앞서면 Next Strike의 대상이 될 가능성이 높은 건가?
